Nicaraguan, Venezuelan and Ecuadorian nationals in Costa Rica
As agreed between the Government of the United States and the Government of Costa Rica, the Safe Mobility program in Costa Rica helps eligible Nicaraguan, Venezuelan and Ecuadorian refugees and migrants to travel safely and lawfully to the United States.

Online applications for Safe Mobility are now open.
The Safe Mobility Program helps eligible refugees and migrants to travel safely and lawfully to the United States. These services are provided free of charge. Not all individuals who register will qualify or benefit from the program.
We will review your information and assess your eligibility for the program.
We will get in touch with you to provide information on legal pathways to the United States. Some individuals may be invited for an in-person interview in Costa Rica.
Who can participate and how?
Currently, Safe Mobility is aimed at people of Nicaraguan, Venezuelan and Ecuadorian nationality who were in Costa Rica on or before September 15, 2024.
Complete the free online form to submit your application and receive information about lawful pathways to travel to the United States. Please note that at times the online form may be temporarily unavailable to receive applications. If the online form is closed when you attempt to apply, you can submit your application when the form becomes active again. Visit the MobilitySegura.org website regularly to be able to send your application.
We will review your application to determine if you meet the program’s requirements. We will contact you, and you may be called for an in-person interview in Costa Rica. Please bear in mind that all final decisions on entering the United States are made by the United States national authorities.
All services related to the Safe Mobility Program are free, and no one can ask you for anything in return. Any request for payment related to this program should be disregarded.

Consider the following information
Remember that Safe Mobility is a multi-step process that may take months, and not everyone who applies will qualify. Therefore, during your process with Safe Mobility and/or if you do not qualify for this program, it is recommended to continue with any international protection and immigration processes you may be already undertaking in Costa Rica. This means:
- If you are in the process of applying for asylum or regularization, do not abandon or withdraw from your case or status.
- Continue with the procedures to access basic services such as healthcare, education, employment, among others.

Municipal Centers for Migrants (CMM): The IOM offers the services of the CMM, which provides information on various regularization options in Costa Rica and other related procedures. The IOM team will provide more information about this service upon contact.
